A Disability Access Certificate (DAC) shows that you have made adequate provision for people with disabilities by complying with Part M of the Building Regulations 1997 to 2015.
You must apply for a Disability Access Certificate for all new buildings (including apartments, but not houses). You can check the Department of Housing, Planning, Community and Local Government’s FAQs (.doc) for more information.
How to Apply
You can apply for a Disability Access Certificate online on the Building Control Management System (BCMS).
A BCMS account is required to submit applications. Please logon to register an account.
Payment can also be made on the BCMS.
Making an Application
To make a valid application, you must:
- Clearly identify and describe the building or works
- Show how the building or works comply to disability access standards by providing adequate provision for people with disabilities, including:
- approach to a building
- access to a building
- circulation within a building
- use of facilities within a building
- bedrooms in hotels and other guest accommodations
- sanitary conveniences
- audience or spectator facilities
- apartments in a building
- Provide two copies of drawings to scale, with site or layout plan, floor plans, elevations and sections all clearly marked
- Provide a detailed compliance report
The Fee
The fee for a disability access certificate or a revised disability access certificate is €800.00 per building. The fee is reduced to €500.00 where the application is made prior to commencement and coincides with an application for a fire safety certificate.
