Base Year Adjustment (BYA)
As a result of unification of Meath County Council, Navan Town Council, Trim Town Council and Kells Town Council the commercial rates have to be equalised throughout the County, in accordance with the Local Government Acts 2014 - Section 29 in particular.
In Meath, the BYA is a mechanism by which to bring the former Town Council multipliers in line with Meath County Councils multiplier. In Year 1 the BYA ensured that former Town Council business rate demands did not increase. The BYA has been reducing over time to bring the multipliers in line over a period of three years.
2017 is the final of the Base Year Adjustment. All customers in the County are now paying the same multiplier
